Let me tell you all a story about a man named Willy. Willy is a honest, hard working man. A few years back Willy made a killing on a real estate deal and decided to buy an old Hatteras that needed restoring. He has lovingly put heart and soul into this lady that everyone has called "The Sub". He brought her from Nola down the Tenn-Tom and through the muddy Mississippi river above flood stage and he got her to the state of Illinois. For the past few years Willy, being the honest man that he is, has tried to do the right thing and license this yacht. That is what the state of Illinois says he must do. Last year after several attempts the idiots in Springfield told him he needs to pencil copy the H I N numbers off the transom. I am sorry, I forgot the part where they told Willy he had to take it out of documentation first. The only problem with penciling the H I N numbers would be that the P O had the cockpit extension added RIGHT OVER THE NUMBERS!!! Finally, this has came to a head. Willy has contacted Hatteras, the company that did the extension , coast guard and DNR, plus the sec of state of Ill. Do you see the circle that never ends? Without some resolution, this yacht will not be moved this year or next. After contacting all these people and saving and forwarding e-mails to the next person and still hearing sorry. Yesterday...Willy got a return call from some Capt from the Ill DNR. After Willy explained the situation AGAIN...the guy says no problem...I'll send a guy out to inspect the yacht and he will give you the license. WOW!!! THIS IS GREAT!!! This morning we are working on the yacht and the phone rings and its some woman from the DNR telling us we have to get a power of attorney from the PO before we can move forward. That was it...Willy was done. He was in such a RAGE I would only get in the truck with him if I was driving. After we started for home Willy decides to call and talk to this woman himself. After about 15 minutes of back and forth it finally comes out that she was just picking up the messages from yesterday and didn't KNOW about the call Willy got. I am not sure when Willy will go back out to the yacht. At this point he is just beat to hell and tired of doing the right thing and always losing. I do know that if we get the call to meet the guy, if need be, I will meet with him. Moral of this story...if ya buy a documented boat be sure of Your states rules before its too late. Illinois is one of the few states that require a title. ppat

Thats why so many people do not pay the state to register the boats. Its a PITA.

Yep...but Willy would be the one who got caught!!! I hope this gets resolved. It has been a dog chasing his tail since I met Bill. Then after he does all of this hopefully he will put it back into documentation.....ppat

Ppat forgot to ad that I am suffering from what I think is an ear infection. Its really wiping me out , and makes thinking in order difficult at the least. She is absolutely correct and right on top of this. Illinois is one of the few states that requires a title and sticker even if the boat is documented (dont need to display numbers but must show the sticker). Only problem is, the boat came from NOLA and no titles necessary. To get one here, the boat had to be deleted from DOC. What a cluster fuck... we need a shithead in the whitehouse to get this all straightened out..., yea, right. First question on the new apps..."are you or have you ever been a caucasianally challenged individual of african american descent..?" HUH??? I can point the finger on any given day of 20 boats going by us without ANY registrations, but ya just gotta know, I WILL BE THE ONE THAT GETS STOPPED... end of story. It would sure be nice to get this all straightened out wouldnt it? ws

Boy, do I know how you feel!!!! I went round and round with the idiots in Springfield when I bought my boat. The funny thing is that my boat had previously been registered in Illinois by the PO. I had the numbers and everything!!! It took nearly a year to get the stickers and registration.
No wonder the state seems to be going down the shitter!

Floriduhhh wants a yearly fee for a sticker too. I forget to do this for the past few years. Worst case scenario i get a ticket and end up paying the hundreds I saved in a fine. Best case they just leave us alone.
It seems the small boats get all the attention so I just do my thing quietly

We have the same B.S. over here in lovely NY. There were too many USCG documented boats homeported in Wilmington DE that were docked here all year long. NYS finally got wise to the sales tax dodge, which was significant $$$ on a larger boat, and made us start registering them and displaying a sticker. No numbers though. Undocumented boats carry a title here but NY views the doc. as a title.
When I bought my boat I didn't register it (or pay sales tax) for two years because the boat wasn't operational. I'd be damned if I was going to pay sales tax on a boat I couldn't use, not to mention the registration expiring and having to pay the renewal fee. When it was finally ready to run I did the paperwork and paid the S/T. About two months later I get a nasty-gram from Taxation and Finance that the CG reported the transfer and I had to prove that the tax was paid within a certain timeframe yadda yadda. I called the investigator and explained that I hadn't paid it right away because I wasn't using the boat and his honest answer was "We don't care, as long as the tax gets paid" Faxed a copy fo the reggie with the tax receipt and never heard from them again. But obviously the CG and NY talk to each other here.
I'm sure this is no help with IL but I can't imagine why they would want you to let the boat fall out of documentation just to pay sales tax. Don't give up Willy, and one thing I've learned about dealing with bureaucrats... always get a name. You'd be amazed how much more cooperative they get if they think they might get blamed for something.

bureaucrats... always get a name. Thats an oxymoron aint it?? In this state they all try to remain anonymous... kinda like D.C. but different!
Ya see here, Ms Johnson, Ms Jones, and Mr jefferson cant tell the difference between a boat and an off track betting franchise. Just pay that tax and its all good... yeh, right. I paid the RUT 75 tax (thats recreational users tax) fo about 4K when I bought the boat and began transfering papers... All of a sudden the "bureaucrats" became anonymous... again! This is pretty similar to Ppats dilema of getting food assistance for $32/ month but different. I will get to the bottom of this yet. I am pretty well rehearsed on what to say...
This by the way, is a C&P of the letter from Hatteras on the HIN issue: Mr. Stephan, I have discussed your issue with the gentleman who handles our documentation and communications with the Coast Guard and government agencies. Although we would like to help you we are not comfortable producing an "add on" HIN tag. Whenever Bradford modified the hull by adding the extension, they assumed the role as a manufacturer and should have made sure that the HIN was legible. I'm sure that they did a good job but the boat in its present state is not what we manufactured and we cannot represent it as such. We're not sure that it would be legal for us to produce this tag as it does not meet our original requirements of manufacture and could somehow be interpreted that we condoned or participated in the modification of the boat, thereby assuming a certain liability. I'm sorry but I will not be able to assist you with this issue. I would suggest however, that you contact the Coast Guard, explain the issue and request their assistance and direction.

So lets pass the ribs... er buck around a little more... ws
Bill,
I have looked into your situation and unfortunately I don’t think Bradford Marine has much to offer in the way of resolving your problem.
Our records in our current accounting system and archives only go back as much as ten years, therefore we have no way of verifying the scope of the work or confirming any of the vessel numbers you have provided. If there were any surveyors or Naval Architects involved at the time they would have helped with the re-documentation of the vessel as the gentleman from Hattaras described. As far as the information you have the vessel is still and will most likely be registered as a Hattaras regardless of modifications made after the vessel was built.
The legalities of getting an Illinois watercraft title is not something we are familiar with nor do we feel comfortable advising you on the direction you can pursue, but most likely somewhere between Hattaras and the previous documentation on the vessel in your possession, there must be a way to legally re-establish the numbers on the vessel. Possibly someone providing documentation services for a living could help you with that . I hope you are ultimately successful.

Bill, I would like to sympathize with you regarding the registration of your vessel, but legally I will not be able to do so. You see, I did not build nor modify your boat and I have never even seen it except in online photos. Although I have met you in person on more than one occasion, I still am not sure whether you are real or a figment of my imagination. I wish you the best in your quest to find someone who will find in their heart to commiserate with you.
